The Opportunity
The Kingdom Group is seeking an experienced and driven Head of Tendering Centre to lead and develop our group-wide tendering function.
This is a pivotal leadership role responsible for overseeing the complete bid, proposal and tender process across our Security, Cleaning, Recruitment and Local Authority service divisions. You will create and lead a centre of excellence, driving quality, consistency and innovation throughout the tender lifecycle whilst supporting both new business growth and contract retention.
The successful candidate will have a proven track record of producing winning bids, developing high-performing teams and implementing effective tender strategies. Working closely with Directors, operational leaders and key stakeholders across the Group, you will ensure every submission is compliant, compelling, commercially strong and aligned to customer requirements.
This role offers the opportunity to significantly influence the future growth of the business whilst building and leading a best-in-class Tendering Centre.
Key Responsibilities
Tender & Bid Leadership
- Lead the full end-to-end tender process, ensuring consistency, quality and compliance across all submissions.
- Install and manage portals to capture all new PQQ and tender opportunities and oversee tender software systems.
- Build bid stakeholder teams and chair group-wide tender and solution meetings.
- Review and approve all submissions prior to release, providing guidance and quality assurance.
- Ensure presentations, designs and bid documentation remain professional, compelling and on-brand.
- Manage multiple concurrent tenders whilst ensuring all deadlines are successfully achieved.
Strategy & Performance
- Develop and implement winning bid strategies that improve conversion rates and business growth.
- Define and manage Tendering Centre KPIs including win rates, submission volumes, pipeline visibility and bid quality.
- Deliver regular Board-level reporting on tender activity, performance and opportunities.
- Monitor evaluation feedback and tender outcomes to identify trends, lessons learned and opportunities for improvement.
- Drive effective bid/no-bid decision-making to maximise return on tendering investment.
- Strengthen proposals through innovation, ESG initiatives, social value commitments and effective use of AI technologies.
Process Improvement
- Maintain a comprehensive and high-quality tender library.
- Collaborate with operational teams to maintain contract renewal and re-tender calendars.
- Introduce best-practice processes, systems and controls across the tendering function.
- Source, onboard and manage freelance writers and specialist bid support partners when required.
- Lead tender debrief sessions following successful and unsuccessful outcomes to drive continuous improvement.
Leadership
- Recruit, develop and retain a high-performing Tendering Centre team.
- Conduct structured performance reviews and establish clear KPIs and development plans.
- Champion accountability, collaboration and continuous improvement.
- Create an engaging and positive culture aligned to the Kingdom CARE values.
- Provide coaching, support and guidance to develop team capability and performance.
Essential Experience & Qualifications
- 3-5 years' experience within bid management, tendering or proposal development.
- Experience leading, mentoring or managing bid teams.
- Proven experience managing public and private sector tender submissions.
- Strong understanding of tender portals, procurement frameworks and compliance requirements.
- Demonstrated ability to write high-quality, persuasive and compliant tender responses.
- Experience collaborating with senior stakeholders across multiple departments.
- Ability to manage competing priorities and multiple deadlines.
- APMP certification or actively working towards accreditation.
- Full five-year checkable employment history.
- Ability to provide two satisfactory employment references.
- Successful completion of a personal credit check.
- Verified right to work within the UK.
